The proposed development, submitted in July to the Los Angeles Planning Department, would rise from a property located at 5600 W. Franklin Avenue. Plans call for the construction of a five-story building featuring 41 apartments above parking for 60 vehicles.
Requested entitlements for the project include Transit Oriented Communities incentives permitting reductions to require on-site open space and side-yard setbacks, as well as increased height. In exchange, six apartments would be set aside as deed-restricted affordable housing at the very low-income level.
A rendering of the project, which is designed by West Pacifica Design, displays a contemporary low-rise building lined with balconies.
City records list the project’s developer as Beverly Hills investor Ilan Gorodezki.

A strip club is across the street, abandoned buildings and vacant lots are short walks away, and a drive-thru wedding chapel is right nearby. But neighborhoods can change, and Gorodezki is gearing up for a towering overhaul to his part of the street.
